Could this be an Improperly Annealed Planchet or is it just damage? The rim and edge don't seem to have the same appearance. Thanks!

i'll agree with John1, PMD. It didn't leave the mint in this condition. Could be an environmental issue or a a
a chemical reaction, both arrive back to PMD

It looks almost bead or sand blasted. PMD.

If it were dipped into acid the weight would be slight less than normal. But if the weight is normal, then it is damaged unknown. Not a plus for the coin though. But guessing it is slight less than normal weight (3.11 grams)

Appears to have had a short swim in acid--perhaps vinegar.
