As far as submitting it to NGC, I guess it depends on why you want to get it slabbed. Looks to be a bit of a rough patch on the reverse around the ATES in "States" possible planchet issue or flaw? Shouldn't hurt the grade really but would make the value to some go down. Not really a good example to blow money on having it slabbed, IMO anyways.
