Too much flashback. Try taking it in the same light as your first 1928 "Inverted S " quarter pic.

If you think it's the real deal then send it to ANACS for authentication and grading. I think it's got a 50/50 chace.

To be marketable it will need to be slabbed.

First,

There are several markers for the 1918/1917-S SLQ:
There should be a die gouge west of the bottom right star
The top step should be missing
There should be a die clash from the "E" of EPU west of the lower part of Liberty's right knee (our visual left).

The PCGS 1918/1917-S photo shows these markers plainly.

On your coin, I cannot see the die clash. There is too much glare to tell if the top step is missing. There may be a mark where the gouge should be, but I cannot be sure. Also, the mm position looks close, but may be very slightly off. I'm leaning toward "no" but there isn't enough photo evidence to be sure.
