It looks like an RPM that took damage.

All I'm seeing is circulation damage.

I wasn't able to tell if it was or not, because of the strange angle on the left side of the mint mark.

I'm going to agree with you and say it's circulation damage also. The top left side is broken off.

On a RPM, you will see a spread on the size of the mintmark:
1968-D-LMC,-RPM,-PMD,-Or-Both?
On your coin, it has been out there in the wild for some time playing roller derby with other coins.
