Looks like a poor plating job. Look on the rims and the edges to see if any copper is showing through. Looks to shiny to be a missing plating issue:

Plated, and a poor job at that. Extra shininess is a dead giveaway.

p.s. It's never a good idea to hold coins in your hands/fingers like you have. Put coins down on a flat surface to photograph, or invest in an inexpensive pair of cotton gloves available at any hobby store. Oils from your skin can ruin any possible numismatic value pretty quick. We have lots of photos to prove it!
