Looks close to (or actually) mint state, but these spots come off more like environmental damage than toning.

What exactly are you confused about? Are these your pictures or pulled from the internet? The picture of this coin almost looks like a painting.
P.S. I don't see a D on that coin.

It looks as though it's a very high D mark (unusual) I blew-up the reverse pic and could see what appears to be the D mark. OK...assuming there is at least 80% luster with this and even toning, I believe this coin could be a MS66. The strike looks pretty darn good. I may be all wet here, but this is more of a test not having the coin in hand. I think it's a pretty nice example. I hope I'm somewhere in the ballpark

the painting appearance is due to excess jpg compression, which also hides the surface defects, no way to grade accurately from those photos

Unc Details, environmental damage is my guess. As far as the mint mark goes, I dont see one based on these photos.

Looks like spotty toning or staining. I'd say MS-65. I don't see a MM either.

The designer initials JF are on the base of the neck.

I copied/pasted reverse image and drew a green circle where I think this MM is located. If in fact this is a 64D this is the only spot that resembles the MM? I have a picture service to magnify and get reasonable clarity. You may not see it here and may have to do what I did...Copy/Paste image and then go from there. Anyhow, It will be interesting to see what TPG graded this coin. Maybe they mislabeled the coin or something along those lines...just a guess?

I'm not seeing any sign of a MM either, and it wouldn't be in the spot circled. I'd agree with a mis-label, unless sharper pics revealed something
