There would neverbe a 1877 over 1890 clash. I dont see anything going on, maybe remnants of a standard die clash.

thanks all amd yea I didn't think there would be a 1877 under the 1890 just cant figure out which coin it would be. Does anyone know if there is a website that has overlays of different coins? I can't figure out out 1)what possible coins it could be 2)Is there a place that would tell me?

The image @smat45 provided is from https://www.maddieclashes.com/ It has overlays of a lot of denominations. I think you might be misunderstanding what a die clash is. You can't normally have another date clashed onto a coin, as RedRaider implies, because that would be two obverse dies hitting each other. As far as the "possible coins it could be", it would typically just be the reverse of the IHC.

The 7 looks like a scratch to me.
