For the condition of this coin, does it display enough bands to be considered FB?

Sorry , bottom bands are not full . On Roosevelt dimes both sets top & bottom must be split with no interruptions .

Why they grade these is beyond me. They are quite common on these dimes.
MS-66 Full Band:
https://www.PCGS.com/cert/81263779
$35.00, Probably cose $50 to have it slabbed and graded. Not worth it for lower grade coins.
