Just a late die state coin that had heavy die flow on the fields. The 'E' was altered by a hit to that area. Note the area is distorted with an incuse mark. It can't be a wrong letter as the devices are all transferred several times from the Master hub, Master die, Working hub and to the working die. The coin was normal, but to a hit on that device.

The whole reverse design is all done in one step. No individual devices are punched in. That was a 18th-19th century thing. Since 1908 the devices are all on the master hub. Handed down with the image above till the die is created.
