Does it show part of the "S" under and to the left of the "D"? Otherwise it looks like post mint damage.

It looks like a delamination also.

It's just mintmark damage. It is in the wrong place to be the OMM that shows to the left, and it's not the other OMM.

Here's a pic of 1951D-1OM-001 for reference sake. The mintmark on the OMM sits higher on the coin that the mintmark on the coin in question.
