I know it's not unusual for the copper core to appear off center on the edges of clad coins, but I've recently noticed a few on which it rolls all the way around to the surface. Anyone know how common this is or what causes it?

I believe it is what happens when the blanks are punched out, the inner core "bleeds" into the direction of the punch.

So all the planchets on your coins were punched through the reverse, to the obverse direction. Just the copper bleed to the obverse as jbuck mentioned.
