Does NGC Under Grade All Coins See Pictures

I sent in a 1888 O that has a flawless cheek and almost no damage on the coin. It graded ms62. Did they count the toning as damage?

Here are some more pictures of the coin under magnification. It has a bunch of toning but look at the damage, there really is none I can see other then a very light scratch, and again this is under extreme magnification

It almost looks like fingerprints but I could be wrong.

Looks like fingerprints to me. Strike isn't particularly good. Why send to a TPG if not going to accept the grade?

The pictures aren't great, but this is not a coin I would grade. MS 62 looks fair to me.

I'd give it a 64 without the scratches but I think the graders saw those as the problem

We all have our own opinions of how the various TPGs grade.

To the OP I think your coin is graded correctly from the images provided.

I agree with Keith12, however this coin I would say wouldn't be out of place a MS-63 holder

The toning does look like fingerprints, but it's just toning no bag marks or chatter of any kind. The only damage is 2 tiny scratch, I guess you guys think the finger print type toning is damage. They count toning as damage?

Been collecting a long time and grading as well. Almost always correct, very surprised at grade. I'm guessing that toning gave bad grade, cause it's not from damage. Thanks

Toning is not usually considered damage. I also agree with the grade given.
