I'm not really sure at all what this is. It does seem to be serial numbered but I don't see an obvious denomination. It seems like the back is set up to have information entered.

I believe it to be Japanese. The cutting of the bottom edge leaves something to be desired. 115 x 65 mm in size.

I think Chinese. There doesn't appear to be any Hira or Kata which would definitely be expected with JP currency or any other paper item, especially with this much text.

What I take to be a chrysanthemum in the center of one of the stampings on the reverse is what inclined me to think Japanese. Maybe an item from China under Japanese occupation?

Possibly, I don't know enough to say.

Even though the JP Kanji is the same as the Chinese Alphabet they're pronounced different so I can't even give you an accurate TL of what I can read.

My initial thought was Chinese 'hell money'........but I think the reverse looks too 'official'?

It's a lottery ticket from Taiwan, mid 1970s.

Some like yours have these scenes of classical China, others have such as instructions of what to do in the event of an air raid or nuclear attack!

They're interesting and colourful items.

Well, mystery solved. I would've never guessed that!

Here's a lot of them being presently offered on ebay that the seller identifies as dating from the early 1960's

I forgot the date was likely to be on them somewhere (it is!)
At least on your example it's the upper curved line of text under the title, running right to left, and which dates it to the sixty seventh year of the Republic of China: 1978.
