Appears to be a Large Rim Burr, In-Collar Strike, Folded Rim or Rim Fin on the Obverse at the 12:00 O'clock position. The Collar/Rim appears to be lifted and has been flattened during the Strike above the letters T,E and S in States. Any thoughts? Thanks.

I think it is a rim Cud. It appears to get smaller and continue in both directions.

The metal flowing into the larger void probably affected the area over the E (STATES) from forming completely.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Weight?
Looks like the rim is affected from 11:00 to 2:30. If the coin is slightly under weight, it maybe a planchet issue? Note the dip on that area that is affected? I've not seen this before on a reed coin. But often we see weakness on a baby clip.

Thanks Coop for the illustrations and very much appreciated. Very Interesting about the Planchet issue. Here's the weight of the coin and weighed 5.71 Grams. I researched the weight and PCGS Coin Facts calls out a weight of 5.67 Grams. A little bit overweight. That would be great if Mike Diamond could take a look at it.
