reverse is clean but not glossy, same as light spots on
the obverse.

I have seen that effect before. That looks like a coin that was taped to something—color differences on high points and in fields far enough from raised areas such that the tape contacted the surface in those places. And it left a straight line along one side, like tape.

Could be from tape as I see an oddly straight edge below the date. My first impression was that this was plated and then placed back into circulation. In any case, it isn't a mint error even though it is an interesting visual effect.
