Sorry, I don't see anything special about it. The arc across his head looks like damage from a machine of some sort.

Your dime is dated 1969-D, not 1965.

1965 dimes were struck at the Denver mint but did not have a mintmark. Mint marks returned in 1968.

Also there is a war injury on your coin. It has coin wrapper damage on the head:

After posting this, my brain which continues to think on a subject and thought: Why is the head the only thing affected? Because that area is the highest points in line with the Wrapping Machine Damage area. Then it went to why are other coins showing more affected by wrapper damage and answered itself with, because the older style dies had the higher profile on the coins. On the single squeeze dies have a lower profile. (The height of the bust is not as tall as the older higher profile coins) So after my other half of my brain had moved onto the next item on the forum, the other half made me come back and add this information. No wonder I have a hard time sleeping.
