The broadstrike is a parent. I believe with the lack of wear on the reverse the C and the E in Cent. Is clearly grease in the die and not wear.

Looks like a MAD coin rather than a broadstruck. But a collectable MAD.

The weakness appears weak. But on the misalignment of the dies, this would account for the lower part of the reverse to be weak, because of the cut off area of the obverse devices on the motto from pressing pressure off the central area.
