I'll join the group at VF-35, but I'm not so sure it straight grades. Possibly Details.

VF30 with the black streaks on the reverse being a deduction. If they went down to 25 somebody got hosed.

IMO VF-30 at the most. Might be only a VF-25.

Since planchet flaws occur at the mint, I didn't realize they would result in a details grade. Why is that different from a lamination error or a clipped planchet?

Zurie...That's the same question I had and it's why I posted this coin. I think it's a pretty attractive CBQ.

I've noticed PCGS does that a lot. Planchet flaw, lamination issues, etc get a details grade. Whereas ANACS will straight grade it but usually notate on the label.
The logic behind this.... I have no idea but am also curious.

Since when do mint produced "flaws" result in a details/genuine designation?
