That is from a partial filled die with grease. Note how the widest fill on the '9' shows it is a Grease Fill issue on that area of the coin. Just a spender. A broken die issue would leave raised areas on the fields/devices and designs. Your coin shows a lowering of the digits.
The picture might not do it justice but the last 9 is not gradual and a sharp cutoff which made me think it was not a Grease Fill. Not that it matters as I am just looking through spare change at the moment and trying to learn.
We see a lot of partially filled dies, they are more common then you might think. Your dime is a classic example of a partially filled die, not a broken die which is altogether different.
