1964 D Roosevelt Dime Strike Through?

I am very baffled by this Dime. I'm not sure if this could be a strike through, or partial die cap strike....or possibly something else. I've been a collector for over 40 years, and I've not seen a coin with a similar detail as this. The reverse is just a normal light strike, just regular circulation wear. Any ideas? I really wish I could show the details better in the pictures.

Spence, I was sort of thinking that when I first see it, but I have never seen a peel before the strike. That would make sense due to the complete rim.

the missing piece was there before the strike, it was lost at some point after it was struck..
