This is a coin I recently acquired in a trade. I've never seen a collar scar strong enough to show reeding before, so I'm wondering if it could be a collar clash in conjunction with the off center strike?

I've seen that before:
1979-10c-Struck-Off-Center-With-Collar-Clash-Or-Strong-Collar-Scar
But the die was damaged with a collar clash. (That alters the die making contact with the collarl leaving the reeds, affecting the die)
