I see so many of these, but not sure how this is determined. Some have the faintest outline of the initials, this one looks like it might qualify.

There were hot at one time, now they are not. Just an over polished die issue. Not a case of forgetting to add them to the die. All the design is added at one now. They are just a die event.

As coop said, at one time these were thought to be rare, but more and more of them have now flooded the market that these really don't don't have much of a premium any longer.

But I've always wondered if they were several dies involved. so far it looks like one that is common on most I've seen here.
