The marks next to the rim are called die flow lines. They appear on coins about the time they reach the LDS (Late-Die-State). When the dies age a little more, 54% of the coins are struck with those dies in a even later die state.
So the coin is not a premium coin. It is form a normal aging die. The distortion of the devices are also from die aging. So they dies may have had the field flow lines removed because of the die clashes in the past, but just another side of aging.
The the right of the 'Y' on Liberty, the dies often show extreme die flow lines on this area. Note how it appears raised, but are smooth on that area? The raise is from the die being polished a little bit into the void of the bust area. When that happens, then the coins will show a raised area (like your coin) on that area, and the stronger flow lines were removed, and now are missing.

Note on that area. What you are looking at is incuse. That means it is damage. If it were from a die, it would be raised, not incuse. Also the rest of the die would also be present like a double strike. That is not what is going on with your coin. It is just damage to the surface of the coin.
