For a coin to have frosted devices, does it have to be a Mint State coin or can any (about-) uncirculated coin have frosted devices?
Is it technically possible for a circulated coin to have frosted devices, or is that utter nonsense?

I think a circulated coin could show evidence of frosted devices, but I don't think this would be noted by a TPG.

I would think most of the frosting would wear off once it gets beyond AU.

A proof coin with a frosted look can be found in circulation, it is called an impaired proof.

By the same reasoning it is possible have a DMPL Morgan graded in the EF range, but I also agree that if graded EF, then the DMPL would not be noted.

Yes, it is technically possible for a circulated coin to have frosted devices. There will be a point in circulation from wear that frost will not be visible on the devices. I have a AU55 Morgan that has frosted devices and mirror fields, but on the high points of the devices the frost is starting to show wear.

Do you have an example you can show of a possible sub mint state coin with "frosted devices"?

Here is a 1895 S Morgan graded by PCGS AU55. Notice the high points like the cheek, hair, bun, neck where the broken frost is starting to show circulation rub and wear. This coin when in uncirculated condition would of had a chance to grade DMPL. PCGS does not typically grade circulated coins PL or DMPL, but NGC will grade a high AU circulated coin PL or DPL.

I personally think that anything below AU55 or so will not get a DMPL.
XF coins have luster removed.
