This 1968 has an interesting rim obverse.

Is this caused by a Misaligned die?

I feel it is more of a Machine Doubling issue. Keep in mind the 1968 cents had the devices on the rims because of a swollen master hub. (replaced the next year)

I've seen this before on a 1982 quarter that had the same issue that year:

Note the head and other devices are enlarged, fix the next year with a new master hub.

You can see where the MD pushed the devices past the rim area.
So I feel that is what we are seeing on this cent, the MD pushing the devices outwards, almost create a Rim Fin, but looking more like damage to the coin.

Cant' be a misaligned die because the rim is still even and the fin goes all the way around the obverse. Other than the weakness on the 68 and the L in LIBERTY I would simply say if is a super hard strike that has forced the metal betwwn the die face and the collar all the way around. Lincoln is much better struck up than is usually seen on 1968 cents. They typically don't show that much detail.
It isn't rim restricted design doubling because they is no doubling of the design on the rim.

Is it possible that this was an Encased Coin and the second rim is just damage?
