Kinda new to penny collecting, wondering how does severe rubbing like this happen without affecting edge of coin? Is there a term for that?

Is it mint error or someone defacing? Thanks

I scanned coin at 1200 dpi came out nice

Also this is came out of 5 gallon bucket I am working thru, found some ok pennies including 1998 Wide AM

This is not a mint error, this is post mint damage ( PMD). Something scraped against the surface of the coin, damaging the surface and the rim. A "weak strike" does not have the appearance a scape, a weak strike is a coin with overall faint (or fainter) definition.

Thanks for info on PMD that was my suspicion had hard time seeing rim damage

I'm not quite sure I agree, this looks more like a Struck Through Grease error to me. I've noticed that can give a streaky appearance on modern Lincoln cents. It would also explain the full rims.

Adam, I agree, your example looks as if it has a grease issue. However, on the OP's coin, the left rim is damaged, making my assessment lean towards PMD. I could be wrong (it wouldn't be the first time, lol), but the rim is making me say PMD.

I agree. Look at how full the rim is. On a Struck Through Grease you will see a full rim:
