Anybody else think this may be Die Deterioration Doubling ( DDD) instead of MD? The numerals and letters are not reduced where the doubling occurs and it does migrate towards the rims.
Just throwing it out there............

EDIT: Oh, yeah, split plating on the reverse "STATES"

DDD on obverse and split plating on reverse..
