I'm thinking the coin was stored in an album that used a (mild) adhesive to keep the coin in the slot/hole. I've seen this dozens and dozens of times when breaking down old albums.
If you can't pull the adhesive off in one piece then soak your coin in 100% Acetone for a few hours - that should dissolve it. Then rinse, pat dry with a soft towel and you'll be all set.
Elmer's glue. It was added to hold the coin to a piece of fabric. Note all the devices you can see through the glue, and these devices are normal is shape.
