Is there a way to submit a PCGS coin to them just for restoration? Not grading. And still have it come back the same grade? How much would it be? Or is it once they crack it, they will have to re-grade it?

And do I have to be a member?

If a coin is submitted for restoration it must be regraded, however I believe that as long as it was submitted in the original holder it won't downgrade.

Edit:

It also worth noting PCGS restoration is vastly inferior to NGC's conservation services.

I agree, and I've already contacted NGC. Strange situation because I only want it to cross if they think it might benefit from conservation. And if it would cross at an equivalent grade.

But it's not a high dollar coin, so I don't want to spend too much.

Lincoln cent, so less chance of conservation working with copper than silver. MS 64 Red, but the obverse looks a little darker than the reverse. In hand with a 10x I can see what I think are fingerprint marks. And assumed the oils from that contact made the obverse tone faster. Older generation holder. So may have been in there a while. Would have been easy to take care of with a quick acetone soak before it was encapsulated. Now? Who knows.
