It isn't mine. I black blocked out the registration number and barcode but why isn't this medal assigned an MS-69 or SP-69 for example by NGC or given some actual graded number instead of "Gem Uncirculated"?

I think this is the first time I've ever seen this on a holder anyway.

NGC's definition of Gem Uncirculated is a grade from MS-65 to 70. It's probably part of a deal they make for bulk submissions to be graded at a lower cost.

Possibly because it's not a coin. Do they give numeric grades to other medals?
