Looks like a die crack on the reverse. Looks like a sad queen with a mustache on the obverse but I would guess post mint damage for that issue. It's 20 cents

For the raised parts that are not part of the design,
it appears that the dies may have suffered minor impact damage from small pieces hard debris.

Nice one Chm8Tin2. I feel that the 5c collar errors are not reported as often as they happen. I love them!

5c Tilted partial Collars I have these: 2000 x 5, 2001 x 2, 2002 x1, 2003 x 2, 2004 x 1, 2005 x6 , 2006 x 4, 2008 x1.

I also know of 1996 & 2014, but don't actually have these years.
