2019 LSC REV Odd Place Die Tooling? & OBV Struck Thru And Die Dent Opinion

I ask the two questions as they may relate to one another?
rev just never seen anything like this in this area before. coin has usual die cracks on the upper shield and the ribbon
but this area is raised and is effecting multiple bays...some parts remind me of minor DDR shields? clearly noticed by eye when looking at coin..just odd place tooling or something going on? and no its not plate bubbling..
obv looks to be struck thru's for the bottom 3 indents but the one just above them is raised....die dent ? somewhat in area of rev to obv issue areas

I agree. Possibly a die dent on the reverse. As far as any tooling going on, firstly, why bother with a 2019-P LSC? Secondly, I don't think you could because the coin is plated.

Edit: Or are you meaning tooling of the die, not the coin itself? If so my bad. I'm used to tooling referring to the sharpening of details or repairing something on a silver coin for instance.
