I'd say grease-filled die. I've never seen one quite like this, but missing letters and date digits aren't that uncommon.

Don't forget the weight when posting questions about coins missing devices...Seeing the reverse I'm thinking it's a copper cent and if the weight is near 3.11g then you have a "grease-filled die issue......  Edited: Numisma types faster than me...
