Most likely an Improper Alloy Mixture. Either that or environmental damage/toning of some sort.

I agree it looks like a case of roller lines.

They are roller lines and kinda common in the 80's. If the lines are on both sides and the coin is in nice condition I tend to keep a few in 2x2's. John1

The big difference between roller lines and improper metal mixture is that the rolling lines are just topical. They wear off the coin as it is circulated. The bad mixture is seen though the planchet material and does not wear off the coin.
