This looks like a legitimate DDR to me, but I cannot find anything like this in any of my resources.

Hmm, not seeing it on the "STATES OF," but the "ONE CENT" does look possible. It is very minor if it is.

slight Machine Doubling.

p.s. - you need to use a defused light source for your overall photos to avoid the bright spots. Use a piece of paper over your light source to soften the light (or use daylight).

Merclover, That is a good idea--I will try that. I use a Celestron digital microscope, and the light on it goes from nothing to "sunlight" in the matter of a couple millimeters. This causes all of my shiny coins to always come out looking different than they do in real life. I have a 2020 W nickel that seems to have an extra step that I can't even image because of the glare issues.

Back to this penny, if this is Machine Doubling, then how do the splits in the "D ST" happen and it still stays so smooth? There is literally a gap in-between the top parts of each of those letters (third pic), and they are all equal in height across the tops of the letters.

Machine Doubling can look differently from different examples. All are caused by the machine. If I was going to give a name to this type, I would call it lift Machine Doubling. This probably happened on the way up of the dies.
Types I've seen of Machine Doubling:
1. Classic Machine Doubling.
2000-D-Penny...is-It-A-New-DDR
Most common type found.
2. Ejection doubling.
2000-D-Penny...is-It-A-New-DDR
2000-D-Penny...is-It-A-New-DDR
Caused by machine during the exodus from the chamber.
3. Push doubling.
2000-D-Penny...is-It-A-New-DDR
When the Machine Doubling is pushing the devices beyond the normal size of the devices.
No premium for any of these as they are just caused by the machine.
Machine Doubling also happens on doubled dies:
2000-D-Penny...is-It-A-New-DDR
Note on these, all the dates are showing a DDO (the big one), but note the yellow arrows. That is pointing to the Machine Doubling. The spread on the DDO's are in all direction on these devices, while the Machine Doubling is just in the same single direction (N/S) and flat and only affects the outside edges of the devices in that direction. So because it is a doubled die, the doubling is on the die. But Machine Doubling is caused by the machine and can affect doubled dies.

Woaaah! Coop, have you written a book on numismatics yet? A collection of your images and words would be so helpful to everyone.

No, I just share here what needs to be seen. What happens when you write a book? It just collects just collects dust most of the time. I like to show what I see on images, so that you can see it also.
