I'm new to this, so I'm just looking for some helpful guidance on what I'm seeing, and how to group it. The doubling on the lettering is Machine Doubling right, because it's flat? And there's some damage or something on the wording Cumberland, the "M" more specifically. Is it a defective planchet, or a die break? At first I thought just natural damage, but part of the damage extends under the "U", so it had to be there during, or before minting right?

Yes, Machine Doubling and exactly for the reason you gave. Good pickup! An overall photo (both sides) is always a helpful addition.

Behind the M looks like a die gouge.

Remember lettering around the edge on newer quarters are incused so IMO issue with "cumberland" is PMD....others?
