This is a mighty strong one, and looks to be at the break point of PF66 for submitting to PCGS for a slab. It has a light finger touch mark on the reverse or I'd be thinking maybe a 67.
So, I went looking around at a couple of these online. At 67 PGCS shows a population of 12/1. Not many. I found several for sale on
ebay, but a run of 4 of them caught my attention. PCGS certification numbers 39185166, 69, 70 and 71 were likely submitted together, and maybe even more as 67 and 68 are missing in the string. But, all four of those are NOT FS-801, but DDR-002. That die has a very distinctive die marker between the bottom of the N and I of UNITED, plus the doubling goes the opposite direction and isn't as strong on the interior lettering. Thus at least 4 of the slabbed coins are not FS-801 at all, and makes me wonder what the actual population is if you went through and removed the wrongly attributed coins.

DDR and happy to have scored this one. There is doubling all over the thing, but just going to save a bit of time and just show an image of the strongest area around STATES.
