The problem is that on the States quarters, that is not the area where most of the doubled dies are found. The area to look is on the earlobe and left side of the motto:


Note on the example on the right, the correct area for the Motto hub doubling. These two areas is where they doubled dies are found. There is only one that I know of that is different.
Why? Because if was hub twice which is not supposed to happen.

This is the only example that I know of that has different doubling, which I feel was hubbed incorrectly as the process is to be hubbed only once. This one is a 1999-S Proof Quarter. (Probably less than 3K of these are struck. If caught early, probably a lot less)
But on your coin it could be vending machine damage or coin contact on the single device. When a doubled die is created, it is always more than one device affected. They are usually affected several devices in a row.
