Thanks, drill or something was my first thought but then my mind started over analyzing the magnified photo, and it looked like someone was trying to sculpt out the middle, my other thought was some kind of microscopic art Dremel tool, too bad because it looks like a nice penny before it was damaged. But it does look kind of cool when you hold it up to the light, it looks like there is a moving eye in the middle of the penny.

We see this form of damage on occasion--swirl-like damage in the center or near center of a coin. Likely intentional, or the result of inserting a coin into a poorly adjusted vending machine or boardwalk game--insert coin and turn a handle.
Your example seems to show semi-circular arcs 'started' at other points on the coin, suggesting that someone was attempting to mess with it.

The PMD looks more like a leather craft tool (punch) mark....but only the maker truly knows.

Welcome to the Community! Really a cool looking punch mark on this Lincoln and well defined. Like everyone else has said, it is Post Mint Damage, but still a neat find. It also looks like the "engraver" started another engraving to the right of the center.
