Close but not quite. In general, some small slice of the next or preceding note must be visible for it to be considered a cutting error.

Cutting misalignment is still within tolerances and would not be deemed an "error".

Last time I looked, one of the major wholesalers was paying $5 each for 1976 "J" deuces in Unc. So, it is still worth above face value.

I was also thinking very minor cutting error, rather than misregistered printing error. All of the layers of the printing line up exactly.

I would consider the notes as poorly centered and not errors. Uncirculated 1976 $2 notes (non-star notes) typically sell on ebay between $5 and $10, and sometimes more if they have a fancy serial number.
