1948 Penny With Silver Color

I found a 1948 Wheat penny today, but it appears to be more like a dime in color, but only partially.The outside edges are more copper, but the flat face and back are more silver. IS it possible someone tried to pass tis off as a dime by paining it, or are there some 48 pennies that were a blend of metals? I'm new to this forum family, and have begun to collect certain coins.

Weight? More like a cent or like a dime? If it were struck on a dime, the devices would be very close to the rim/edge area of the coin:

If you click "switch to full reply" under the reply box, there's a link on that page to the image tutorial.

What you're describing sounds like a clad dime planchet. That wouldn't be possible before 1965, leading me to think that it's damaged somehow. We can't tell for sure without pictures, though.
