Looks like a long die chip. May be long enough to be classified as a die break - If I remember correctly it has to be 5/32" (4mm) long/big to be a die break.
These are very common on the Memorial cents. We used to use them as markers, but so many of the dies look similar to that, we stopped using them as markers. (Also the chips turned quickly into breaks as more of the die broke away on these)
