Neither. The mint mark has taken a hit,shows a contact mark to the left of mint mark,devices show signs of circulation wear and flattening.

Don't see any doubling or errors but I do see some
Die Deterioration and normal circulation wear

Die Deterioration stands out--not an error. Another close-in photo or two of the mint mark--with one image taken at a slight angle--might better show what may be happening there.

Also note the date and mintmark area are showing signs of die polishing. The bottom edges of the last 2 digits and the NE part of the mintmark are reduced in size. These are also very tired dies. So it is just a Wheat cent, no varieties.
