No reeds, shine on rim, looks like there might be a D mark pushed east to the rim, or jammed into the passenger window of a 81 Buick to keep the window up?

Same as your 1980 quarter,it is a damaged coin.

I notice you've posted a few coins like this. A good thing to know is that broadstrikes never have reeding on the edge and are wider (hence the name) than a normal coin. This is because they're struck without the collar that constricts the coin's diameter during the strike and imparts reeding onto its edge.
If it's too wide but still has reeding, it's damaged.

Ahhhhhh ok no collar. That was the point I missed. Got it Thanks for thi info. What I read didnt say no collar. I'm finding alot of impaired cameo proofs. Shame someone's stash got jacked.

The collar on the reed edge coins form the reeds. The planchet is squeezed into the collar.

Thus on partial collars the reeds only affect the edge of the coin, in the collar:

Note on the dollar, where you see reeds, then the area that is not in the collar squeezes over the top of the collar, making that area wider.
So on your coin you see a hint of evidence that the reeds were there, so it is not a broadstruck as the coin was struck in the collar. Also broadstruck coins are often distorted is shape as the collar contains the roundness of a coin.
