I collect world coins, mainly bulgarian and the national bank offers a sealed set from 1962 (I think). And since time has passed from 1962 (quite a lot) the 10 stotinki has started to get some of the PVC on the reverse.

Not going to take them out of the packaging, just asking how to remove damage in case any of my other coins get damaged.

(will provide pictures later.)

Unfortunately it is the packaging that is causing the damage. Both the coins and packaging will continue to deteriorate over time.

You best bet is to soak the coins in acetone, dry carefully without rubbing, and put each coin in a 2x2. Also, throw away the packaging, as it adds no value.

I had my assumptions on the packaging.
Read somewhere that, the more stretchy and elastic a packaging is, the more PVC in it's contents.

I'll go to the hardware store tomorrow.

Mylar sleeves are better for storing the coins long-term, or 2x2 flips, or coin capsules. All of these are made of inert material that won't harm the coin. I use mylar sleeves for temporary storage and coin capsules for long-term.
