What year is the coin? Looks like split copper plating. http://www.error-ref.com/doubled-dies/

Leaning toward split plating issues. Better photos with a bit less glare and knowing the year of the coin would help.

Is the OP talking about the raised areas above the U I (UNITED) and E (STATES)?
