1943 Walker in PCGS Old Green Holder for grading. Lines/scuffs are on the plastic. Hopefully pictures are good enough, couldn't get the lighting right for some reason.

There a few flecks here and there. I will assume that they are dust particles that have been electrostatically attracted to the holder. A scratch can be seen from Lib's head to the edge of the coin - I will also assume that it is on the holder. There is definitely a scuff on the holder near the 'U' (reverse) - as noted by the OP.
MS-66 or 7 Fully struck detail on both sides, nice luster enhances eye appeal.
Sometimes scratches and dust particles on the holder show up as double images on proof coins - can't see double images here, hence the assumptions that are made in agreement with the OP.

I'd guess 67. The reverse is gorgeous. Obverse could have held it to 66 though.

I'll be the odd ball and say MS65 since I think they were tougher in the OGH era. But it is probably undergraded.

I'm at 65, because these older holders are well known to be undergraded. That chatter on the obverse keeps it no more than a 66 for me.

Amazing reverse on this one. Obv MS66, reverse easy MS67. Could go either way but I'll say MS66.

Maybe it's just digital artifacts distorting the image but I'm seeing some tiny pock marks on the sun and Liberty's body and left hand, plus a slightly larger hit in the right obverse field. Nothing serious but enough to hold it back from the highest grades. The reverse is closer to mark-free. Luster and strike are very nice.
MS-65 seems likely but I've seen comparable coins graded MS-64.

I agree that equivalent coins tend to be lower graded in much older holders.
There is always the temptation over a long period of time to trend average grading assignations upwards, such that higher grades for the same coin are the result. Client is happier, and the grading company attracts more business. One problem with this trend is there is less room for true grading for MS-67 and above. That is a pity, because there can be huge variation in values for MS-67 to 9 coins.
For this reason, I also agree that MS-64 or 5 in the much older holder for this coin is a strong possibility.
