Hi is there such thing as a 1964 black beauty and could this be one?

No. The black Beauty don't peel off. They are burned into the metal.

I would never buy one. The best way to know they are what they are, is to find them in an original wrapped roll. Too many people trying to pass them off. Not on my list for sure.
