Sounds like someone was either 1. Messing with you, or 2. You were being so insistent that it was an error that this person got fed up and said "well send it in, then!"

Zinc rot is just post mint damage that occurs when the thin copper layer covering the zinc core is damaged and the zinc begins to react with its environment. Eventually the whole coin will disintegrate.

It is just a sad, damaged coin. Do not submit this for grading!

If zinc rot was rare, we'd all be rich! Spend the coin while you still can, as it will eventually eat itself completely.

Grade it? Nope. As Yoda would say 'Your friends wisely chose. Yes, hmmm.'
