Mints stopped adding mintmarks by hand to the die in 1988-89, so no rpms after 89. I agree, Machine Doubling is what you have.

Normal, but the mintmark punch is showing damage. Above the mintmark looks like Machine Doubling. A RPM would raise above the fields. This looks more like a shove. The mintmark itself would need to show a spread between two punching. It would be enlarged, but showing separate punchings.
